Ghouls eat the dead. But they cannot kill people to make them dead. This is important. Remember this. Actually, it’s not that important. Just something to know. Some weird law of ghoul society. They typically eat the buried dead, but they will snack on the kills of other monsters. This is why they tend to hang out with vampires and more powerful demons.
